The building erected in 1904-1906 according to the design of Franciszek Mączyński and Tadeusz Stryjeński, formerly the seat of the Chamber of Commerce and Industry. Represents the architecture of early modernism. It is a two-story brick building with a corner clock tower which is covered by a pyramidal helmet topped with an openwork metal globe. The portal above the entrance to the building is decorated with reliefs depicting Commerce and Industry, made by Konstanty Laszczka. It also has a forged gate, and at the top of the facade there is a sailing ship with the emblem of the Chamber of Commerce and Industry made of sheet metal in 1905. The hall and the staircase of the house are decorated with stained glass windows depicting the symbols of industry and trade: the steam locomotive, telegraph pole and factory were made according to the designs of Franciszek Mączyński Stained Glass Plant of Władysław Ekielski and Antoni Tuch. In the years 1926-1928, a restaurant on the facade of the house and its interior was under the supervision of Józef Mehoffer. After World War II, a stationery store was located in the house, and after the liquidation of the Chamber of Commerce and Industry in 1950, the building was occupied by the PZPR poviat committee and the Central Consumers' Wholesale, which led to the devastation of the building and its interior. In 1953, arcades for pedestrian traffic were pierced in the street corner during the reconstruction of the tram line. Currently, the building houses the Literary Publishing House. In the years 1986–1990, the original home furnishings were restored during thorough maintenance. The Mehofferowska Hall is located on the first floor of the building. The room decoration was made by Józef Mehoffer, dividing the walls of the room into three spheres. The lower one is covered with light paneling decorated in panels with fan-shaped patterns and decorated with brass decorations with folk reminiscences. The middle and upper sphere are separated by a single-colored belt, with geometric and floral motifs dominating.
